The source matters.
A second-hand device can only use the margin scheme when both the goods and the acquisition route meet the conditions. The scheme is optional, but the records are not.

HMRC says margin-scheme VAT records are generally retained for six years, with longer retention for unsold eligible stock held beyond that period.

Northern Ireland aligns with EU VAT rules for movements of goods. That creates an important but carefully controlled position for wholesale trade with EU member states.
Margin-scheme sale
VAT is due on the margin in the UK and a normal margin-scheme invoice is issued. The transaction is not treated as a zero-rated dispatch.
Normal intra-EU supply
Where the parties agree to sell outside the margin scheme, a qualifying supply may be zero-rated if the VAT number, movement, reporting and evidence conditions are met.
VIES checks whether a VAT number is recorded for cross-border trade using information retrieved from national VAT databases.

It is an optional VAT accounting method for eligible second-hand goods. VAT is calculated on the positive margin between the purchase price and selling price instead of the full selling value.
Can every used mobile phone be sold under Marginal VAT?
No. The device must be eligible and the way it was acquired must support the scheme. Stock bought with recoverable VAT cannot normally be moved into the margin scheme.
Can a European buyer reclaim VAT from a margin-scheme invoice?
VAT is not shown separately on a margin-scheme sales invoice. The buyer therefore does not receive a separately stated VAT amount to deduct. Buyers should confirm their own treatment with a tax adviser.
Can margin-scheme stock be sold from Northern Ireland to the EU?
Yes, where the stock and transaction qualify. HMRC states that a margin-scheme sale from Northern Ireland to an EU member state is treated like a margin-scheme sale within Northern Ireland, with VAT due on the margin in the UK.
When could an intra-EU sale be zero-rated instead?
A normal supply from Northern Ireland may be zero-rated when the customer has a valid EU VAT number, the goods move to an EU member state, the required reporting is completed and valid removal evidence is retained.
What does VIES confirm?
VIES checks whether VAT information exists for cross-border EU trade. A valid result supports due diligence, but businesses should also retain the result and complete their wider commercial checks.
What records support a margin-scheme transaction?
The core file includes purchase and sales invoices plus a stockbook that tracks the item, dates, prices, parties, sale margin and VAT due. The sales invoice must not show VAT separately.
Are repairs and accessories included in the margin calculation?
No. HMRC guidance says business overheads, repairs, parts and accessories are not included in the margin-scheme calculation. Their VAT treatment follows the normal rules.
Is the VAT calculator a tax quotation?
No. It is an educational comparison using the figures and assumptions selected. The actual treatment depends on the stock history, transaction, destination, records and current advice from your accountant or tax adviser.
